Purpose of Establishing the Company

In order to collaborate with the people of the Republic of Uzbekistan in comprehensive development and the prosperity of the country, and following multiple visits to Khwarazm Province in 2019 and 2020, including meetings with the provincial authorities such as Mr. Irmanov, the then-governor of Khwarazm, and his deputies, the primary priority identified for the company’s investors was to improve road quality. This includes proper implementation of technical road specifications, enhancing the quality of bitumen and raw materials used in asphalt, and establishing an asphalt plant to supply sufficient high-quality asphalt that meets European standards.

Accordingly, on February 3, 2019, the company was established in Urgench (the capital of Khwarazm Province, Uzbekistan) under the name Engineering and Development Company, meaning “Engineering and Development Company.” Two weeks after its establishment, a hot asphalt plant with a capacity of 120 Ton/Hr, manufactured under German license in Tehran, was purchased from a road construction equipment company and prepared for shipment to Uzbekistan. Unfortunately, with the onset of the COVID-19 pandemic, the transportation was temporarily halted. In the summer of 2019, with the reopening of railway borders, the plant was gradually transported to Uzbekistan and installation began. By the spring of 2020, the asphalt plant, complete with all equipment—including a bitumen tank, an 11-ton weighbridge, and auxiliary buildings—was fully operational. After obtaining the necessary certification and receiving the first shipment of 110 tons of bitumen from Iran, production officially commenced. To contribute to proper road substructure and pavement execution and to ensure optimal conditions during asphalt application, the company reinvested in and imported machinery such as pavers, steel rollers, rubber-tired rollers, dump trucks, graders, and tankers. In 2021, by obtaining a road construction ranking from the government, the company began participating in road construction tenders and successfully executed and delivered numerous projects directly.

In this country, upgrading the standards used in laboratories for evaluating bitumen and asphalt is one of the key methods to improve road quality. For example, in older standards, bitumen was classified using a two-number system derived from the needle penetration and Vicat softening point tests according to ASTM D5. Nowadays, however, the use of high-quality bitumen tailored to the climate of each region has become common. The specifications for these bitumens are determined based on meteorological data, including the average maximum air temperature and minimum winter temperature of the area.
